Window seals

My 1999 C-Class has just had new windows seals installed as the originals were a little perished and possibly letting water in. Being a non-techie as far as cars go I need to ask - the new ones still feel rough on the edges and inside, as if they have just been spruced up and cleaned on the outside, not replaced. Or are they like this so the rubber does not stick to the window glass?

I had thought that new seals would be smooth on both inside and outside. Would anyone be able to clarify please?
