Window washer issue

Hi all, I’ve got a problem with my A200 2016 the window washers are not getting much water coming from reservoir. I read on Internet that their is a filter or plug that get blocked and best thing to remove it or drill it out. Can you do that from inside the wheel arch by removing the lining ?

how easy is it to do this please.
