123 230TE fuel tank capacity

Manual says 70 litres, yet after 56 litres car stops!  What is the capacity supposed to be?
Is it possible to successfully increase the ground clearance of these cars?
Average fuel consumption is 7km/l (automatic gearbox) Is this typical?

IIRC, some are 70 and some are 56L depending on the year of manufacture.

I cant be specific here about dates but I am sure someone will be along shortly that will.
