1990 190E Kickdown Solenoid, Vacuum Modulator and Bowden Cable

I have a 190e 2.6L with an automatic transmission. The transmission does not appear to be upshifting. When in drive, the RPMs ramp up and it only kicks down to a lower gear when I place it into low 2. I cannot detect any upshifting at all.

I'm am not exactly sure of what the cause is, but was hoping to diagnose a couple of major components to see if they are a problem. I need info on how to test the operation of each of these parts: Kickdown solenoid (at the transmission), vacuum modulator valve and the bowden cable.

Any hints on how to determine if these parts are actually working (ie. testing to see if voltage is getting to the solenoid, vacuum is holding on the regulator, etc). I would also appreciate any tips on how to install and adjust them. Thanks!
