207d injection pump problem

i have just bought the van it has been stood for 2 years we can get diesel to pumpthrough the bleed screw but no diesel to injectors i have been told that the rail inside might be sticking it is a 1982 van with an oil fill point at the back any help or advice would be greatly appreciated:confused::confused:also does the oil fill area need to be full
