220d smokey at 1800-2500 rpm, very hesitant

Hi there, i've got a problem with my 220d its a 1996 on a "p" plate, basically when the engine is running between about 1800-2500 rpm its very lumpy and kicks out loads of smoke. Anything from idle upto this point, and above 2500 rpm its absolutly fine. The EPC light does occasionally come on but doesn't seem to corresponde to the problem. it seems to occur no matter what you are doing with the car, be it stood stationary revving the engine to cruising on a motorway at 60ish, as soon as it enters the rev range the same thing happens. anyone got any clue's to as what it may be? I did think it may be the fuel filter but as it seems to clear up with more revs i doubt it would be?
