500sec - Air filter

I was told to look at the inside of the air filter if buying a 500 sec. If it was damp or had oil inside to walk away.
Why?
How costly, also, is it to repair the damage done by the rust under the rear windscreen when it's gone through from under the windscreen seal to the roof of the boot?
