99 c250 heater blower

Hi all yet another glitch. When I first got the car, when I turned on the heater the blower speed would rise and fall, then eventually settle to the correct speed. Over the last couple of days it has not come on at all, then suddenly kicked in when driving. Has anyone else had this issue and fixed it? Any advice appreciated, as ever, Adam

Can anyone tell me how to remove the exterior air vent plastics in the engine bay, so I can give it a good clean? Thanks,Adam
