A160 W168 charging port in bumper??

Hi All!!
I just bought this A160 W168 2001. The car has a charging port in the front bumper that came with a cable that plugs into an AC wall outlet.
The guy who sold it to me asked me to charge 30 minutes per month. What is it actually and how do i get any literature on it

I am in Sweden. I am waiting for the car to be delivered, so will post pictures then. But it sounds like what you said. A block heater. So what is the usual time required on those things?

Normally you'd have them on a timer socket so they warm the block about 1/2 hour before you need to use the car.

It won't be a heater needing a charge top-up for 30 mins/Month, it sounds more like a wind up to me or a DIY addition. I really can't see any manufacturer selling a car that needs this sort of regular attention.
