Can a impact socket be used on a torque wrench instead of a chrome one?

What you describe can certainly be done, should be no problem.

As for affecting the values then yes, it would slightly, though not to any detriment I wouldn't have thought. A long extension would be more of an issue due to the length/twist involved but, as an adapter is only relatively short, it should be fine.

It's what I use on my wheels, to nip up then torque up.
