Fuel Pressure problems

Since I've had my 300CE 24v, its been a bugger to start cold. Twenty or thirty attempts. I changed the plugs, changed the air filter but no change. So I took it to a decent mechanic today. He let it go cold and started it. Same problem. He changed the fuel filter which was a bit cruddy but he reckons the fuel pressure is down. Now he is going to get an auto electrician to check it out but apparently, he said there were two fuel pumps, one of which was has recently been replaced but he is not sure whether it is a proper one for the car. He reckons its either this or the cold start injector. The mechanic believes that the car has had this problem for a while and thats why the pump was replaced. Now has anyone any feedback on this problem. I can't afford to spend a fortune on this. In terms of problem, the car is a sod to start when cold and then it lacks power when you put your foot down, kick down is like the longest delay turbo lag you could imagine.

OK, lets take the fuel pumps first, several mods over the years, either one large, or two small, to test pumps is easy, get the car started, then take off the wire to one pump, car should still run, if so, put it back and try the other one, if engine stops you have found a faulty pump.
the in line filter is a service item, replace every 30k miles, make sure arrow points to front of car.

When you say that its a (rude word) to start,does it start while the key is turned and stop when key released.

When the above has been checked I will take you through the injection system.
