Hello and welcome,

Winter weather uses more fuel as the car takes longer to reach temperature so runs rich, in addition owners use heated seats and the like drawing more power.

Take a look at your temp gauge if the thermostat is working correctly it should get to operating temp ~90' on the dispaly within ~10 minutes. If it's taking significantly longer or not getting there then the thermostat is most likely in need of replacement.
Check your tyre pressures as well, low pressures will use more fuel

Yes petrol or diesel they like to drink more as the temperature drops and added to this more consumables are used

mine fell off a cliff when they invented 10% ethanol fake fuel - rather conveniently the expected 6% drop in mileage from adding that much low energy density ethanol, magically transfers to 20% less distance traveled - they did us all up like a kipper

its a bit like the 5k you are paying in fake energy price increases to murder Ukrainians

they are all in on it....

price is not the problem
it's the mileage i'm achieving on a 1/4 of a tank

Yes but it was summer time then back in 2009. When you could get 180 miles from 1/4 of a tank. Wish I got that from half a tank .

Fuel gauges are notoriously non-liner, use the trip and reset it between refuelling's and make a note of the MPG before you reset would be better or actually noting how much you put in and the mileage since the last fill-up is even better.
If you have light right foot then lights, heated everything, etc make a fair difference and as stated above winter start-up and driving is more thirsty however my average only changed by 1MPG probably because I run the aircon all the time and didn't have a light right foot.
If your car has a 51 litre tank then180 miles on a quarter tank is and average of 64MPG which pretty good going for an average unless you are doing lots of motorway mileage at 56MPH.
Depending on the age of the car a good high RPM thrash on a warm engine can clear out the tubes especially if it doesn't get pushed hard from time to time.
My last car got an average of 40.01MPG between services and when I sold it to my son he only getting 32.5MPG but he blames me for selling him a worn out car, hay-ho.

i do everything that you mentioned, the only thing i have not done is a good run
i only do about 20 miles a day
but i also did all the above when i was getting the 180mileas and the 150 miles and now the 90 miles per 1/4 tank

so it must be something wearing out to decline like that with no change in usage

I think from what I'm measuring in my father's car, they also nobbled the the tractor fuel to be low energy density trash - thus driving up consumption - its all about stealing as much money as they can before:
