Rule 1: Never, ever, replace any parts on your car without carrying out diagnosis first, its the most expensive and time consuming way to fix (or not fix) a car.
Rule 2: Make sure the diagnosis is accurate.
Using those 2 rules the first thing you need to do is carry out a diagnostic test. It could be various things from wheel speed sensors, pedal sensor or even the pump itself, so I wouldnt guess at any of those items.
