Does the relay click at all when you turn the wipers on ? You need to check voltage in and out of the switch, and similar with the relay - then the wiper motor connector. This will help identify where the problem lies. Use a multi meter or test light.

There are two feeds to the motor. If you imagine a copper bar as the electrical contact and a pick up sliding backwards and forwards along the contact. Then imagine that there is a split about 20% of the way in from one end. Now imagine that an electrical supply is offered to both sections of the contact. This obviously will be received by the pick up no matter where it is along the contact. Then if the supply is removed from the 20% part of the contact as soon as the pick up slides past the joint it will no longer receive the electrical supply.

In the case of the windscreen wiper motor the movement of the pick up is only able to do so as long as there is an electrical supply as it will no doubt be attached to the shaft of the motor spindle. Effectively all the switch does is eletrically join the two parts of the contact bar for the duration the switch is pressed. Once released the wiper will continue until the pick slides past the joint.

Sometimes instead of a sliding arangement there is a cam on the motor shaft whitch operates a contact switch. As the cam lob approaches it depresses the switch, the contact is lost and the wiper stops until the switch is repressed.

If you got an W203 (may be others too?). The windscreen wipers don't work (also the windscreen washer) if the hood isn't closed correctly... Just a thought.
