Vito 108 CDI speed problem

Hi, I am new to this site and am trying to find out some information for my fiance. He has just bought a 2000 Vito and is having problems with acceleration and speed which is frustrating him so I'd thought I'd try to help him out by asking you guys/girls for your advice - hope you can help me so I can help him?! :confused:

As I said it's a 108 2.2 CDI. He can't got more than 70 mph out of it and getting there takes forever. Pulling away from junctions is painfully slow. Also, at 2000 revs and rising to 2500 revs there is a noise coming from the engine.

Can anyone suggest what this may be or is it normal for this engine?! Also does anyone know what speed/acceleration is normal for this engine?

When he bought it the guy said he had uprated something (can't remember what he said) and it is now a 110. I know he said something about changing the turbo.
