w203 c220cdi Limp mode

Hi guys i am new to the forum. Will try to ella orate my problem as simple as possible. Bought myself w203 c220cdi with dpf. Since i bought the car its in limp mode. It has 290k kms on dial. Delphi diagnostic 0100(charge air system, air mass too small) 2526(right charge pressure positioner) 2527(left egr postioner short circuit to ground) 2529(throttle potentiometer short circuit to ground).
I habe checked in egr connector it has only 3.2 volt.
Please suggest from where should i start diagnosing.
