CDI Alternator stops charging on above 1800 RPM

Hi,
My Mercedes W210 CDI (oil cooled) Alternator stops charging on above 1800 RPM.
All internal and external lights become dimmed.
While Idling, there is no extra sound but on increasing RPM strange swirling sound comes on.
Belt already checked.
No Battery light appears on Dash (when not charging) but multimeter shows 10.11 to 11.8 volts
What could be the possibilities?

is the vm showing 10-11 when running,

Then its either the alternator regulator if present ot the alternator. 20 odd years is agood shout, for the alternator, go with original, you know they last

What about the swirling sound? can it be also related to damaged voltage regulator or worn brush?

As said replace it.
Swirling soound could be alternator bushing, worn magnets, bearings failing etc,

Go to the dealers and get a new one and or ask for a remanufactured one, same warranty and good as new.
