Sounds like the starter is jammed.

I think you will have to use a few more letters because if everythings ok ?
It maybe you need to see if you have 12volts at starter motor ?
It may just need a sharp wack to the starter motor.

If the battery is flat or low the starter will kick in and stall drawing excessive current
