Height Actuator not working?

Recently had a lot done on my lovely W124 E280T with almost total satisfaction as a result. Almost, because one of my repairs was the replacement of all Hydraulic Self levelling system pipes. My mechanic adviced me to replace the Height Actuator (MB Part A2023200258) but due to a high price tag (€ 279,-) we decided to wait with that. Now after replacing all pipes, and filling up the hydraulic system, the back tends to hang a bit when I fill up the cargo area. Also the rear wheels slam a bit when I drive over a short or small dent in the road. Briefly said, the height actuator wasn't working but after replacing all pipes and filling up the system it seems to work even less, resulting in a very un-mercedes-w124-like ride...

Is replacing the Height Actuator the only solution?

This is likely to be air in the system. Bleed it by running the car up ramps so the weight is on the rear wheels then manually operate the height corrector from underneath.
The more weight, the better so add some into the boot if you can.

I did that already, but my mechanic set that there was no oil in the system while bleeding, the pipes running out of the actuator were completely dry...

Is the pump working. You could try bleeding oil through to the actuator by loosening the input union,

How can the pump not work? isn't it attached to a crank of the engine? what is the input union, you mean the pipe that runs from the pump to the actuator? the lower pipe or the upper?
