Inside the inlet manifold would be second choice after the tankPresumably you've really tried to find your torque wrench?
A tool like that doesn't easily go missing - so it's probably somewhere obvious that you may have overlooked.
Another search might find it.
Let's hope it's not in the fuel tank!
