I think you will find he has received two NIP's (notice of intended prosecution). They are required in law to be sent out within 14 days. One he has responded to those accepting he is the driver in both cases a decision will be made.
This is known as a continuing offence & normally is treated as one offence, but depending how far apart the devices are.
Under national policy he should be offered a speed awareness course, assuming he has not already had one.

As a matter of interest do you know how far apart the cameras have to be for the offence not to be regarded as a continuing one?

On the subject of speed awareness courses this is apparently being done by "video conferencing" now in Lancashire at a cost of £100.

My youth is taking a £9250 video conferencing degree (as it now is) and at the moment is applying for a virtual internship with some major international banks by online assessments and virtual interviews.
If it goes well he might get an online interview.
Yesterday he spoke to a Mergers and Acquisitions unit boss by video call.
I'm wondering if he should just send a picture of himself in for an interview.

We'll have virtual jobs and Jails next.

I think there must be provision for this, as it must happen fairly regularly surely?
My response will then (presumably) result in the same notice of intended prosecution to be served on Sytner, who in turn will nominate whoever they sold the car to... who again in turn will receive the notice of intended prosecution...

That's not relevant... they contacted "their idea" of the registered keeper within the require time.

I had 3 teams interviews for my current job. Didn't meet anyone in person for 4 months...

It would certanly have to be on the same journey, I wouldn't think more than a mile or so. If he was speeding in one town & then was caught speeding in the next town, thats two different offences. There will be a national prosecution policy on this, but i have been retired 20 years now so well out of date.
At least with speed awareness courses there are no points. A mate of mine was done a few months back 40 in a 30 with a clean licence, full no claims, & 62 years old. Put his insurance renewal up an extra £80.

I see so they send a NIP to the wrong address and person and say 2 years later realise it was meant to go to someone else but it is ok as they issued it to a non entity within 7 days?

I suspect it would not stand scrutiny.....

If the person they sent it to took 2 years to advise they'd be subject to prosecution... There's a time limit on advising who was the driver

A nephew is in nuclear energy and by similar methods, he got the job and he wasn't even in the country.

Its actually not strictly true that it has to be received within 14 days. The nip must be sent/issued and deemed served within 14 days. If the post takes too long to actually deliver it then thats no excuse im afraid.

Indeed and the penalty for not informing who was the driver is six points and a band C fine (1.5 x weekly income)

The courts are currently processing traffic offences as far back as November last year.
